Phone and webcam won’t connect to my PC completely so that I can move files. I guess it wasn’t meant to be.

I use an aging Dell XPS 15Z laptop that I gotta keep on life support to run (battery and fan wont work, tried replacing, no dice)
ok, so you bypass the dead battery by keeping it constantly plugged in… but how do you keep it form overheating with no fan?
