I built steps up two levels and all was going along well, then the steps just disappear although the Hearthings still walk up them like they are there.

Did you try changing the view? (The little house icon next to slice and x-ray)
It looks like you built the stairs using the slab tool or the road tool. Things like that are affected by the view mode for built things. It looks like you have the “don’t show walls” mode turned on for buildings, so it is hiding some parts of the stairs because it thinks they are actually walls.
@Unatan2, have you been able to reproduce the issue?
It seems to not be a bug, as Tuhalu and jjjshab suggest.
It was because I had the “don’t show walls” button on, interesting though the game thinks a second+ slab layer is a wall 
tagged it as solved, and resolved bug
