I have never once seen a goblin build a ladder. not ever. They usually are stuck on the lower or higher level.
The ai building ladders ect is not implemented yetā¦ however they have plans to deal with the building walls and moats/trenches stopping all attacksā¦ just not entirely sure how as of now.
