I’m afraid that once that window opens, you are too late to have enough stuff to give to him. It’s basically the same as the Daily Report, but the goblin is there to take stuff away, not give you a new hearthling!
If you have a save from just before that you could spawn the needed resources. The alias for gold ore is stonehearth:resources:gold:ore. You could also just kill the goblin chieftan.
