In the attached save there is no flower. Thus the herbalist is useless until the farmer does not get level 3 
I admit that I could be inattentive, but it is possible, as an improvement, to spawn a certain number of flowers always somewhere near the flag

You get some from the banner upgrade right at the start of the game.
That said, in the mountains you have almost all trees only. In your save there is only one brightbell and 14 frostsnap.
