Animal(Trapper's Pet) Problem

Summary:
Sometimes,the Pet of the Trapper will run on a building roof top that is building,where the ladder and scaffolding is destroy,the pet cannot get down and wait at the roof top until I manually build a ladder for them.
Steps to reproduce:

  1. Let a Trapper have a pet
  2. Start to build a building
    3)Wait the citizen to build until you see the pet run on the roof top,and if the ladder is gone,the pet will stay

Expected Results:
Pet NPC buggy
Actual Results:
NPC bug
Notes:
I think you need to prevent the pet not to go on the roof top

an easy fix for this is to build a ladder and eventually the fox will come down on his own
