Whenever I start up a fresh save I experience 30-40 fps and on other graphic qualities about 25fps. I am running 26 mods
My pc stats are:
Windows 64-bit
AMD FX™-8350 Eight-Core 4.00GHz
16GB RAM (speed 800 MHz)
Radeon ™ RX 480 Graphics
Any Help would be much appreciated 
What kind of fps are you expecting?

At game start I have 75-80 fps with a GeForce1060 3GB and a i5 4670K at max graphics.
I think your graphic card is fine (approx. the same as mine), I suspect your CPU could be causing this. Maybe time to upgrade to a newer one.
