is there any chance of a tier 3 settlement being added to the game?

I would be very disappointed if they weren’t adding it eventually. On the other hand, there needs to be some sort of bonus that it provides that probably isn’t an existing in game mechanic. Having a new set of prefab templates and even better merchants doesn’t seem like it will quite cut it.
Maybe the village tier type determines things like the population cap? Maybe some sort of complex trade or taxation system? It’s got to be something bigger and more interesting. Otherwise, whats the point?
