How do you set buildings into the ground, like in the old builder.

after you build a room, you can select the rooms floor, and drag it down into the floor.

alternatively, if you have a template, you can lower its entire level by one, into the floor by holding ctrl? i think and using , and . (command and point)

Yes, it’s either ctrl or shift.
