Buildings are not being finished and bugging

Summary:
Buildings tend to have a red exclamation mark ontop of them and will not be built any further, even though the resources are there.
Building’s floor seems to be built ONTOP of the ground. This will make it impossible to place beds in it.

If you’re placing a template, you can use shift+, and shift+. to lower/raise the template in the ground before placing. If you’re building your own template, when you have a room selected you can drag the vertical arrow in its center downward into the ground.
