After placing various fences I returned to find that one of the fences was still in the ghost form they are in before actually being placed down, I could click the fence and move it but the un-deploy button was not there, only the move button. if I am to move the fence, it moves the ghost form but no villager ever comes to deploy it despite them all being idle and free of work.

Steps to recreate this would be to build farm plots as shown in the image and line them with fences, one of the fences is the ghost bugged offender ^^. I have built farm plots like this since they were in the game and this is the first time iv’e come across this particular case.
