Reason for starting level of 1?

As this has altered many of the recipes modders have created what is the intent going forward? Are hearthlings going to level up further now or still capped at level 6?

This is not an answer but I’m quite sure Malley said something in the latest stream about why they start at level 1 now. Don’t remember what it was though and didn’t find it on a quick look, but I think my reaction was that it made sense at least. Don’t think he said anything about higher levels though.
