[r908] Unable to create stockpile area on once occupied floor blocks

Summary:
Unable to create stockpile area on floor blocks of a building once occupied by original furniture (i.e. furniture placed while designing the building), specifically work shelves

Steps to reproduce:

1. Create a floor
2. Put something on that floor (e.g. a work shelf)
3. Build it
4. Unmount aforementioned thing
5. Try to create stockpile area over the floor blocks once occupied by said thing

Expected Results:
Should be able to create a stockpile area on those blocks

Actual Results:
Unable to create stockpile area on those blocks
