His army needs enough space to spawn and it has to be on the same level as your town. ( or reachable with ladders) so that might be the reason?
There is a topic about Varanus’ not appearing. It may be worth to check it out to see if it relates to your problwm. Cause then ot may be a bug
After a few days in-game, i hade goblin honor tokens placed down and then another war horn appeared and after that Ogo’s army appeared with another goblin chief to take the token back, and from there everything went back to normal.
