No new settlers are joining

I have been playing for a while now but no new people are joining. I had one footman join in the start (day 2 or so).
I am now at day 10 and still no new people.

  • net worth over 15K
  • food is on 10, shelter on 5

I have tried modifying the scenarios file but with no result

Bump up your shelter score (beds in proper houses basically) - should help a lot.

I’m having this problem but I have proper houses and good beds with doors and windows and lights but my housing (Shelter) score is still at 5.

Am I missing something?

I only have comfy beds. The seats in my dining room are still ‘normal’ seats, but my villagers use the comfy chairs in other houses.
