[new_builder] New building auto-creates brick order

Summary:
When playing Rayyas, ordering to construct a new building from clay automatically creates an order for clay bricks - even if “Auto queue crafting for building” in options is disabled.

Steps to reproduce:

  1. Have some clay bricks (for example, 1-2)
  2. Create a clay building ghost requiring 3+ clay bricks
  3. Order to begin construction

Expected Results:
If “Auto queue crafting for building” in options is enabled, potter gets an order for missing bricks.
If “Auto queue crafting for building” is disabled, no order is created.

Actual Results:
The order for missing bricks is always created. State of the flag “Auto queue crafting for building” in options is ignored. Sometimes new bricks are created even if you have enough bricks but they are in your hearthlings’ inventories, not in the stockpile.

Version Number and Mods in use:
A24 r-815, no mods

System Information:
Win7 x64

Addition for that report: if a building includes doors and windows, the order for all of those is also created, regardless of whether you already have them at the ready (and regardless of the flag in options).
