That’s what’s really causing the confusion. The story-arc for the town isn’t the only one. Yes, it’s a town builder and yes technically town progression is somewhat finalized, but there are campaigns aside from that. We have the goblins and the kobolds/orcs, the rabbits are gonna have their own storyline from what I gathered, and I assumed (I could be wrong) that anything that had to do with an enemy that was a larger threat than the kobolds/orcs, for example titans, would have another story-arc. So yeah while that may be it as far as town progression, there is plenty of room for there to be progression outside of that.
