With the herbgardens you can eventually find all types
Just have your herbalist(s) als keep a small stock of the right type of fertilizer
does it depend on the biome or type of citizen? I’m playing as The Ascendancy with Temperate biome. I can’t find any toxic herbs after 20 hours since owning 1 herbalist…In exploration garden, what mode do I have to set to find the Noxious herb?
