Wind chimes impossible to place

Summary:

Steps to reproduce:

1. Have wind chime
2. Place wind chime
3. Wait for an eternity

Expected Results:

Windchime to be placed

Actual Results:

Windchime stays in ghost form

Notes:

Tried to reload, restart, displace and place again, place ladders before placing windchime. Nothing works.
