Wall mounted supply shelves placed above floor suplly shelves not being stocked

This has happened as of the last two builds

Steps to reproduce:

  1. Place a floor supply shelf
  2. Place a wall mounted supply shelf above it
  3. See that wall shelves are not stocked

Expected Results:
Stocked Shelves

Actual Results:
Not Stocked Shelves
