Suspend building construction doesn't work

Summary:
Suspend building construction doesn’t work sometimes, hearthlings continue to build.

Steps to reproduce:

  1. Make three buildings during game is paused.
  2. Resume the game and suspend constructions

Expected Results:
Hearthlings stop to work on the building

Actual Results:
Hearthlings continue to do foundations works

It could be that foundation work just like placing scaffolding are not part of the construction of the house but more like what is needed to build. Are the villagers still placing building blocks when you suspend or just digging out the pattern and placing scaffolding?
