Hearthlings keep working on building when building is paused

Summary:
I placed three building templates, but paused the first two so that the people would concentrate on a single development. But they keep adding parts to the paused buildings. Especially furniture, scaffolding, and ladders.

worse yet, they “continue” to work even if you run of of materials making them idle until new resources are available. effectively preventing you from doing things like mining, etc.
