Settings menu at the tittle screen

I think that menu is important enough to have its own button, not that hidden link at the top of the screen, specially when it has tabs (the mods tab) that are only shown when it is open at that screen, but not when in-game.

We might add more visibility for the mods tab in the future. You’re right that it is quite hidden now.
