Resolution Bug and Ghost Buttons

Summary:
It may just be for me but I get a thick black border on my game causing buttons to be out of place(I have to click under or above the button for it to register a click at all) but when I tab out of the game the borders get smaller and then they get thicker again when I tab or click back in even when I use “Borderless Gaming”.
Steps to reproduce:

Expected Results:
be able to click on buttons properly, I don’t think anyone cares about the border as long as this is fixed

it may be because of my two fps counters. NOPE, it isn’t I just checked

Release-707 (x64)
System Information:
32GB RAM, GTX 1080, Intel I7, 1TB hard drive, 2TB SSD.

I HAVE FOUND THE PROBLEM, I had the game installed on my second drive but the game needs to be in your program x64 as it is a game for x64 systems
