Requirement tool to promotion not well visible

The bow icon (as well as other tools) are hard to see. We veterans know what it is or what is needed without even looking, but I guess it could have a better background or highlight around it.

Maybe the icons on the left should be grayed out, so it highlights the bow even more.

I mean the icon on the right. Where it is formatted like:
