Summary:
I do not see the option of improving the population of the city, when the day comes and have the food resources and wealth does not give me the option to let more people enter the city

Game is locked to 20 as default i think as max hearthlings.

You can change this in the Settings -> Gameplay set max hearthlings at top

Yep! The current max number of hearthlings possible is 50.

After you reach the max number that is set in the settings, you will no longer get a daily update.
