[NLA] Workshop Zone Button

Hi,

its an old issue but i think it needs an reload ^^

Steps to reproduce:

1. Start a game
2. Make a carpenter’s workshop and don´t make a zone for the stockpile or remove the zone

Expected Results: 1. Production goes in the normal stockpile
or 2. Button for Workshop Stockpile allows to make a new zone

Actual Results: The production stocks in the workshop and block it
