Summary:
A ladder is not eraseable after it is a build on a crate that has moved.
Steps to reproduce:
- Place a crate in front of a wall.
- Place a wall decoration over it.
- The worker won’t be able to place the decoration but will build a ladder. The ladder is a bit further away from the wall.
- Now move the crate away.
Expected Results:
The ladder can be removed or completed.
The ladder schould not be build on something like a crate.
Actual Results:
In my case the ladder was floating above the ground (1 missing tile at the bottom) and was 1 tile away from the wall. I could not place the missing bottom tile and can’t erase the ladder at all.

Have you tried building a ladder to the top of that ladder, via the ladder tool?
Assuming it was hearthling placed, reason I mention trying that. For those floating ladders it seems best to take down from the top, hence me suggesting to place ladder going to the top of that one if possible.
That is the only thing I can think of for the time being…
Last resort:
Else using the console “CTRL + C” to open, then type "destroy"
Just make sure ladder is selected before doing that.

Thanks for you reply. In this moment I managed to fix it.
The ladder and wall decoration were not placed. It was hard to see. It was only the planned ladder and wall decoration. I placed a small ladder in front of the floating ladder. Then a worker managed to build the “temporary” ladder and place the wall decoration. After that he removed the temporary ladder and I could remove the manual placed ladder. Now the wall decoration is in place and I can finally return the crate below it. 
But this is still a bit tricky and I think this should not happen this way.

oh… hmm… yeah if furniture has not been placed, then what they should have done was add onto the ladder. In theory. So yes.
I have had things placed above furniture on walls and they ladder up that way, however I didn’t remove the stuff since I actually wanted them below. funny when had to put ladder just to get on a box, or in my case an urn. I play RC.
Figured placing a ladder would help, just didn’t know your healthings were still in progress of putting something up. I was assuming it was a ladder left over from finish that which you removed box.
Hopefully small things like this will improve in the future, we will see. 
I just noticed that this is a much larger problem than I thought. I placed two “Little Clay House” next to each other with 1 tile space. The second building can’t be finished as the workers are blocked someone when trying to build the wall next to the other house. There are working ladders but they can’t reach the wall for some reason (at least not the upper parts). When I manually place a ladder between the two buildings they are able to build the wall and finish the building.
