Lack of collision between walls and furniture

Summary: Chairs and walls can be placed so that they intersect in a custom building, rendering the furniture unusable.

Steps to reproduce:

  1. When designing a custom building, place a wall.
  2. Place a chair so that it will sit inside the wall.
  3. Confirm and begin the build.

Expected Results: Chair and furniture should not be able to be placed where a wall will be.

Actual Results: Chair and furniture are built and put inside the wall.

Version Number and Mods in use: v.Alpha 22, no mods.
