Title:Contruction Data Component Error

Summary:Happens occasionally when placing many items, people stop moving and the item doesnt get placed.

This doesnt happen every time. Nor does it always happen with just one type of item. it has happened with stone fence and now storage container

Steps to reproduce:
1)place down many items at once
2)watch as some get placed, and some not
3)people stop moving, and have to restart.
4)load game and see error

Expected Results:
item is placed

Actual Results:
only some items are placed, others ignored and people stop working and have to restart
Upon restart, error will show up and workers will go back to working.

Game Mode:Normal Mode

Update 1:
Apparently every save file gets this error now. though item will be placed where it should go, The villagers still do not do work.

Update 2:
Save files of other games are not affected
