i want to get new jobs but i cant because of that

Not sure what you mean, but the trapper needs to trap until he is level 3 before he can be ‘upgraded’ to a shepherd

He won’t get to level 3

He will.

You promote a citizen to trapper, you then set a large trapping grounds, and he will plant and collect from traps.

Each time he does this, he gains a little exp. Takes a little time but he will promote to level 3.
