Which folder have the code files that create the quests to the game?

I have not looked on Stonehearth code for a few months now; but, if it has not changed too much since last time I work with it, you should find these files at: stonehearth\data\gm\campaigns

I can’t look at debugging tool right now (idk if there has this option)
Yes, using debug tools, you click on the little book icon and it will open a quest tree, you can click on specific points in your quest time line and activate them.
@BrunoSupremo Are there a way to spawn monsters too?
Same way, just activate the point in a campaign where it spawn mobs.
