I cannot build ladders on structures at the “world height”. When using the ladder tool, all I get is a red “X” when trying to build ladders on any walls or structures at the highest mountain level. I can build things at this level, attach things to walls, build stockpiles, place items, etc.
I was able to duplicate this in two separate worlds.
Here is my original attempt. I could not build ladders on anything on that highest mountain level. Workers would build ladders/scaffolding fine or even ladders to place high items, but I could not build a ladder myself.
More detail on a test world. It’s kind of hard to see in the second picture, but “1” labels the first level of mountains.
