[Con] [r240] workers try to move items while hold items, get stuck

A worker will try to move an item, it will then “pack up” the item. Since their hands are full, another work will come put the packed item in stroage. the ghost of the item remains and the worker that packed up just sits.

Here is a picture of that happening. It normally happens to me when they are looting.
