that single unit should be able to reliably collect and build without getting bogged down…

I have had a similar issue and using multiple resource fields seems to help.

I have noticed that the issue occurs mostly when they are deconstructing the scaffolding on finished work. The reintegrating of the resources is still negative, in that when they add the block to the resource plot it adds a (-1) to the resource count at the upper left.

I would suggest some type of control matrix. Like promoting the woodworker, there should be a temporary promotion for a build project for one worker. Say Foreman or Build Master, then any changes to the method of the building project would only be produced by said promoted unit. This will reduce the overhead AI processing and free up resources for pathfinding and collision. The promoted unit can then conscript the help of nearby ‘idle’ workers for each build process.
