Building is not completing

Summary: My building project is not being constructed. There are no warnings, no errors, no “completed” status. They’re all just sitting idly around the fireplace. Save+reload does not help.

Steps to reproduce:

  1. Open attached save
  2. See building under construction (a cottage for 2 merged with a road and bridge)

Expected Results: Building should complete

Actual Results: It does not
