so i placed a regular house build order and after my minions have dig out the ground for it i canceled the building. Now, when you place the same building on the same foundation the minions will dig again the same foundation and place the house one qube below ground. They don’t recognize that there is already a foundation excavated 
They should be able to recognize that.
Well if they didn’t build the floor than the game just thinks you have dug a hole. In my opinion that would be a waste of memory if the game has to memorise it.
You could try to use the slab tool to fill it in and then try to place the house again.

this doesnt work, as they cant mine the slab out, however if you build a floor you are able to lace another floor on top of it.

Basically they should implement than rather a tool to fill the hole in again with earth or something to undo the excavation.
