|bug| A14 2797 Cannot Build This

Summary:
Tried to build this building only to have them stop on the first floor and not even build the first roof of the building.

Steps to reproduce:

1. Start building
2. Wait for them to build the first floor up
3. Will not complete the building

Expected Results:
Complete the building

Actual Results:
Won’t complete it
