Scaffolding Placed Up Cliff Instead of At Top

Summary: Not sure if this counts as a “bug”, but when placing one block thick walls adjacent to cliffs, I found that the builders would place scaffolding up the cliff face rather than at the top of the cliff to build the wall, even though both sides had clear paths for them to build to.

Steps to reproduce:

  1. Dig a trench, or find a natural sheer cliff.
  2. Make sure the builders can reach both the top and bottom of the cliff/trench.
  3. Build a 1 thick by ~6 tall wall. It should have some amount of length so that they have to build the part between posts and should be tall enough so that they use scaffolding (the default wall tool height works fine for this).

Expected Results: The builders build on the top of the cliff/trench to minimize scaffolding use.

Actual Results: The builders start from the bottom of the cliff/trench, using much more scaffolding.

I noticed this too.
To make the build able to finish, I had to add stairs to the cliff so they could climb on top and do their scaffolding work there.
