I believe this is intended behavior (not a bug). Hearthlings will search for, and consume food wherever it’s available. They will use chairs and benches if available and nearby. Otherwise, they’ll just pull up some grass and chow down.

It’s one of those situations where some extra pathfinding to make sure they’re not sitting in anything could make the game look a bit better, though. I know there’s already a special case for conversations, and it seems like this situation could also use one.
