The turnips grow on the roof when there is a roof sticking out over the farm:
The farmers do harvest them when they can get up there.
I first made the farm and after that the house.

Which order did you build the house/farm in?

The farm was made first and it was there quite a while before I started building the house.
The turnips that were planted after these ones grew correctly on the plot.
