Can't place furniture on second floor of buildings

Summary:
When building the second floor of a building, I can’t place furniture down inside of it for some reason. It doesn’t matter what type of building I make, When I place the second floor down and attempt to place furniture on it, the furniture won’t even show up on the floor. It will show up on the ground floor, but not on the second floor.
Also, I’ve tried to completely re-install the game and it did not work.

Steps to reproduce:

  1. Start to create a building in the building menu.
  2. Add a second floor.
  3. Try to place furniture on second floor.

Expected Results:
Furniture would be able to be placed.
Actual Results:
Furniture was not placed.

0 Mods, Version- RElease 524, 0.14.0 64 bit.
System Information:
Processor- Intel Core i7 4790K
GPU- GTX 980
16 GB DDR4 RAM
64 Bit.
