Automatic and Manual Building

is it possible to have an option to click on or off automatic building? automatic building is the system that we have placed now. A manual system you would be allowed more control of were the builders put scaffolding etc. so more complex buildings ( and so you dont have to use ib command) wont have scaffolding built into the projects and unable to be removed ( other than using the destroy command)
