[R874] Some furniture items (fences?) stop a building from being built

Summary: Some furniture items (so far I think its fences) will stop a building from being built. Steps to reproduce: Draw out a room, floor, or piece of road. Place fences around it. Click to build. Expected Results: The building should pass and be built. Actual Results: The building cannot be built until the fences are removed. Attachments: Version Number and Mods in use: Release-874 (x64) - no mods.

I can reproduce this reliably with wooden fences and stone fence posts.
