Bug : Tooltip Dialog fails to dispose and lingers in certain build modes

Summary:
In the affected build modes, Wall placement, Door placement, and Window placement, the tooltip that displays: “Click a wall to place a door or window” or “Click a floorplan to add walls” will not dispose when right-clicking or exiting the menu.

Steps to reproduce:

  1. Open the Build & Design -> Design Building menu.
  2. Select either: Walls, Doors, or Windows.
  3. Either exit the menu by clicking another menu or icon, or right-click.

Expected Results:
The tooltip dialog disposes and does not display any longer.

Actual Results:
The tooltip dialog lingers and stays on the screen until you open the build menu again and select one of the non-affected build modes, such as floors.
