[R874] Pressing 'Escape' multiple times to bring up pause menu

Summary:
Whenever you open the citizen window you then have to press ‘escape’ twice in order to bring up the menu, as if the window is still there / was never properly closed.

Steps to reproduce:

  1. Open ‘citizen’ window 5 times.
  2. Close ‘citizen’ window manually using the ‘x’.
  3. Press escape to try and bring up the menu.

Expected Results:
Pressing escape opens the menu instantly.

Actual Results:
It will now take 4-5 times pressing it before the menu appears (or however many times you opened the citizen menu).

Version Number and Mods in use:
Release-874 (x64) with no mods.

I’ve been having this trouble myself. There’s been no precursor errors beforehand. I didn’t realize it was tied to the citizens’ menu myself. I finally got frustrated and just mouse-clicked the sun in the GUI to open the menu to save.
