This has always been the case afaik, since this functionality was created with debugging purposes.
It’s called quick save because it doesn’t waste time saving information about the town, and you don’t have to waste time opening the save menu either.
It won’t appear for the “Continue” button either, for this same reason, remaining instead at the bottom of the list, but there’s another hotkey for Quick Load, which will load the savefile made with Quick Save.
