[Dev 2380 (x64)] Empty Citizens Listing / the GUI gets stuck

I can reproduce this bug in another way.
100% reproducable in alpha10.5-3 version

Way is so simple.

1. Start a game.

2. Place a camp flag.

3. Wait until a carpenter’s saw to be placed.

4. Promote a hearthling into a carpenter.

5. Place a carpenter’s shop.

6. Procedure 1-5 can be ignored.

7. Select the CLEAR function from menu dock bar.

8. Include the carpenter’s shop with CLEAR function.

9. Click OK.

10. Wait until the carpenter’s shop to be destroyed by your hearthling.

11. Now you never meet your citizen list.
