I have the newest Alpha and the new builder but I can’t select the road making tool. I have also clicked on new project so I haven’t selected any other building if that makes a difference.
It’s not yet implemented into the new builder. Should come with one of the next builds.

For the time being you can still use the old road tool to make roads though! it’s not always the most bug free affair now, be warned
