Can you please explain Population Growth? Does the AI have full jurisdiction or can I create new citizens at will?

I guess it’s a question of balance after they have the crafting and building part of the game nailed down and can see the amount of resources used.

and once the mechanic has been decided opon, and we get to play with the beta, even more tweaking will happen there after for balancing as migration is a big balance issue.
